TABC stakeholder meeting on draft ID-scanning rule (SB 650) and refunds/credits advisory MPA027

TABC will hold an online stakeholder meeting on Thursday, Oct. 8, 2026, 10-11 a.m. CDT, on two drafts: a new rule implementing SB 650 (89th Leg.), which generally requires off-premises retailers and some on-premises retailers to electronically scan a purchaser's ID before an alcohol sale, and an amendment to Marketing Practices Advisory 027 on refunds, credits and exchanges.

Status
Draft rule and draft advisory amendment (not yet in effect)
Key dates
Meeting Oct. 8, 2026. The draft advisory was set for the Sept. 25, 2026 Texas Register, with comments accepted for up to 30 days after publication. TABC must adopt SB 650 rules by Sept. 1, 2027; the rule still needs a formal proposal, a 30-day comment period and a commission vote.
Who
Off-premises and some on-premises retailers (ID scanning); distributors, wholesalers, wineries and self-distributing brewers (MPA027).
Next step
Review the drafts, register for the Zoom meeting if you want to comment, and send comments to rules@tabc.texas.gov (rule) or advisories@tabc.texas.gov (advisory).

Questions, answered

Before you subscribe.

Is BevReg Alert legal advice?

No. BevReg Alert is an informational monitoring and reporting service. It does not provide legal advice or replace advice from qualified counsel.

What happens after I subscribe?

After checkout, you'll provide your business type and alert preferences. We match them to your subscription and confirm by email when your coverage is active.

What do you monitor?

Federal: TTB (rulemaking, industry circulars, labeling and permit notices), alcohol-related Federal Register documents and other federal agency actions that affect beverage-alcohol businesses. Texas: TABC rules, advisories, stakeholder and commission meetings, Texas Register notices, and Texas legislation affecting the Alcoholic Beverage Code.

How often will I hear from you?

When a relevant development is published, plus a weekly summary. Some weeks are quiet; we don't pad alerts with noise.

Do you cover states other than Texas?

Not yet. Coverage today is federal plus Texas. We add a state only after its monitoring and delivery are verified, and we'll announce it to subscribers. Join the free list to be notified.

How does annual billing work?

Annual plans cost 10 times the monthly price, so you get 2 months free: $190/year for Federal and $390/year for Texas + Federal, plus applicable tax.

Can I cancel?

Yes. Cancel anytime in the customer portal or by emailing admin@bevregalert.com from the address you used at checkout. Cancellation stops the next renewal; you keep access through the period you paid for.

Is the free roundup the same as a paid plan?

No. The free weekly roundup is a selection of notable Texas and federal developments. Paid plans add alerts matched to your business type and topics, with effective dates and deadlines.
